Integrated Planning and Assessment of Land Re-Use

Stakeholders in Zielona Góra, Poland, engaged in assessing re-use options for the JAR site in Szprotawa in the Timbre workshop in March 2013

Following up on the successful 2012 expert workshop on “Brownfield remediation in Poland – state of the art” with nearly 70 participants, the project TIMBRE was glad to invite again to Zielona Góra to an Evaluation and Training event entitled

"Integrated Planning and Assessment of Land Re-Use".

The event took place on 5th March 2013 at the Marshal Office of the Lubuskie Region. The organisers were welcoming about 25 stakeholder from different backgrounds.

The timbre – Tailored Improvement of Brownfield Regeneration in Europe – project aims to support stakeholders and key-actors in over-coming existing barriers by developing and providing customised problem- and targetoriented
packages of technologies, approaches and management tools for brownfields’ re-use planning and remediation.

This event in Zielona Góra aimed at introducing and discussing methods and tools offered by timbre for the integrated planning and assessment of re-use options – using the example case study model site Szprotawa JAR – former airbase. Timbre invited representatives from the public authorities, consultants and companies in charge of supervising or conducting regeneration activities, i.e. planners, site developers, private consultants, specific authorities to get to know the available methods and tools and to evaluate their appropriateness from their individual perspective. Overall, about 40 persons participated in the event, including the mayor and deputy mayor of the City of Szprotawa.

Participation in the Evaluation & Training Event was free of charge. The event was in Polish with translation into English.

Stakeholders’ feed-back on the event

Stakeholders participating in TIMBRE event in Zielona Góra in MArch 2013

Sociologists from WP2 participated in the TIMBRE Evaluation and Training event in Zielona Góra in order to support and understanding of stakeholder needs trough means of observations and collection of feed-back responses that were carried out there

Based on 12 completed feed-back responses offered by participants in the end of this Evaluation and Training event, we would like to highlight the following key positive insights offered by the stakeholders:

  • The application of the WP6 basis MMT tool to a concrete case of brownfield regeneration, that is the planning of reuse options for the Szprotawa former airbase, was welcomed in different ways by almost all participants
  • The involvement of stakeholders from different institutions for the planning of reuse visions was also considered an asset by some participants. One of them appreciated the fact that “the simulation of the land use [was done] by people from different institutions who often represent different points of view
  • Participants also valued the fact that the visions of transformation of the model land were “consistent with the plans and expectations of the community”.

At the same time, this stakeholder workshop also offered the opportunity for the Timbre partners to improve their approach in future events. Lessones learned include:

  • Offer more time and opportunities to stakeholders to become familiar with the MMT or web-based tool, before carrying out the actual land planning simulations.
  • Offer non-local stakeholder a better grasp of the location conditions of the sites to be analyzed using the MMT tool, prior to the workshop (e.g. by means of a “brownfield site fact sheet”).
  • Maintain a high level of communication with stakeholders even between the Timbre workshops.
